NEW IMPORT-RESTRICTIVE MEASURES IN THE FINANCE BILL 2022.

Draft FINANCE LAW 2022, currently under preparation in the government, provides for new measures against imports, in particular:

  • New tax of 2% on the value of imported products, which will be settled at customs in the same way as VAT (TVA).
  • A fee of DA 10 per kilogram of fish, crustaceans, molluscs and other aquatic invertebrates shall also apply (Articles 163 and 164).
  • Rate of 30% on «cement for capacity» of which, in the latter case, the intention is explicitly declared to «make this product prohibitive to importation».

Recently, the prohibition of the use of the tariff position «Autres» for the import of any product intended for resale and the fiscal measures provided for in the Finance Bill 2022 have been established, to indicate that this heading was used for basic products such as formula.

These measures are in addition to the effect of D.E. 21-94 of 09/03/2021, which requires importers to have a specific commercial registry for each «family» of imported products according to the new customs coding, in order to renew their import permits, which has forced some companies to create several new companies.

In general, restrictive measures end up causing shortages in the market and the consequent rise in prices; let us hope that these pernicious effects do not aggravate the delicate situation of Algerian families who have seen their purchasing power reduced by 50% in the last 10 years.
